Shanghai Communications Technologies Center (SCom) is a Sino-foreign joint venture established in July 1998 by Shanghai Optical Communications Corporation, Hongkong Shanghai Investment Technology Holdings Limited, Shanghai Anlian Investment Development Company, Shanghai Industrial Investment Corporation and Shanghai Lujiazui Finance & Trade Zone Development Company Ltd. with an exorbitant investment.
